Deputy Brent Scott
One of my first memories of Judge Capp was during her campaign for the position of District Court Judge. She came to the sheriff's office to speak to our administration about her goals and ambitions. She had big ideas. She wanted to change many things about how the court operated. I was skeptical about whether that could be accomplished. Yet, my biggest concern was if she could be impartial. I knew of her history as a defense attorney. I asked her directly, "Are you going to simply be another defense attorney, just seated on the bench, or will you be fair to law enforcement too?". She assured me that she would always be fair in how she ruled. Since that time, she has proven her early promise was true. I repeatedly watched her carefully weigh the evidence in each case, then rule according to its merit.
I was lucky enough to serve as her bailiff on many occasions. This experience is uniquely different than being in her court to testify in a case. As a bailiff, I was able to see her genuine concern for the individuals in her court. I observed her begin to implent alternative sentencing and incorporate different outside support organizations who could aid the people who'd found themselves in the vicious cycle which so many defendants find themselves in. Even as a deputy sheriff, I could recognize the benefits that such new options afforded.
These changes weren't always initially well-received by other agencies or departments. In many cases, her changes were met with outright obstruction. In spite of this, she always strived to win over her doubters with a professional demeanor, and whenever possible, a smile. During her tenure as District Judge, she has completely redefined how I viewed the operation of district court. I also watched her slowly win over the support of her other doubters who said, "We've never done it that way before".
Now, as a candidate for the Court of Appeals, I'm excited about her bringing this same optimistic and determined mindset to the bench of the higher court. She is exactly what the State of Arkansas needs. The people would be well served by Judge Capp. She will have my vote, and just as importantly, my confidence.
